DESCRIPTION
Each of these functions finds the maximum value of all ele-
ments in a vector. The following equation is used:max[0] = MAX{ x[i] i = 0, 1, ..., (n - 1) }
PARAMETERS

n Number of elements in the source vector.RETURN VALUES
Each of the functions returns MLIB_SUCCESS if successful.
Otherwise it returns MLIB_FAILURE.
