NAME
       function::qsqwaitqueuelength - length of wait queue

SYNOPSIS
           qsqwaitqueuelength:long(qname:string,scale:long)

ARGUMENTS
       qname
           queue name

       scale
           scale variable to take account for interval fraction

DESCRIPTION
       This function returns the average length of the wait queue
